JAYA SAXENA is a Senior Field Associate at Families USA, a national nonprofit advocacy organization focused on ensuring high quality, affordable health care for all Americans. In this position, she works with consumer health advocates throughout the country to protect the Medicaid and Medicare programs, educate the public about the benefits of the Affordable Care Act, and promote smooth and consumer-friendly implementation of the health care law.

Prior to serving in this position, she was a Staff Attorney in the Public Benefits and Elder Law Unit at the Legal Aid Bureau, Inc. in Maryland.  At Legal Aid, where she worked for almost five years, her public benefits practice focused heavily on representing disabled individuals in Medicaid appeals and in claims for Social Security benefits.  In addition, she had an extensive elder law practice in which she handled a variety of legal matters for clients over 60 including housing/landlord tenant, debt collection, unemployment benefits, guardianship, and nursing home issues. 

Prior to joining Legal Aid, Ms. Saxena was a Judicial Law Clerk to the Honorable John M. Mott at the Superior Court of the District of Columbia

Ms. Saxena received her B.S. from Carnegie Mellon University (CMU) in 2000, her Master of Public Management from CMU in 2001, and her J.D. from the University of  North Carolina School of Law (Chapel Hill) in 2005.  She is a member of the Maryland State Bar and the United States District Court for the District of Maryland.
